Why Harbor Exists

Software companies lose deals because they can’t produce an accessibility compliance document when procurement asks for one. The traditional options are an automated scan that covers only a fraction of the criteria, or a consultancy that charges by the hour with no clear finish line.

Harbor was built to fix that. It is an independent accessibility consultancy with one certified consultant, so the person who scopes your website accessibility audit is the person who performs it. A flat fee, a signed VPAT/ACR on a committed date with the date committed at signing,* manual testing with real assistive technology, and a named evaluator whose federal certification is published in full.

How We Work

Harbor audits are performed under the DHS Trusted Tester certification, the test methodology the U.S. federal government developed for Section 508 conformance and uses to evaluate its own technology. Your auditor works with you from discovery through final delivery.

Nothing reaches your VPAT/ACR on a scanner’s say-so: every failure is reproduced by hand before it is written down. Where the tool and the tester disagree, the human call wins and the report says which way it went, and where we cannot judge something with confidence it says that too, rather than quietly passing it.

  • One invoice. You are quoted a flat price at scoping and invoiced that same price at delivery.
